Community members are preparing for the biggest party on the Towson calendar: Tigerfest. Only they won't be enjoying The Roots or playing water tag. They'll be patrolling after the annual spring festival to ensure after-parties in their neighborhoods do not get out of hand.

"We're trying to get our Citizens on Patrol to increase patrols that night. It's a big party night and it's all we can do," Ed Kilcullen, president of the Greater Towson Council of Community Associations, said.

Citizens on Patrol will be extending the duration of their rounds, and are attempting to gather more community members to participate. However, they will not issue citations or intervene in the situation if they see questionable activity.

"If the parties get too loud they call the police and the police come out and warn the students. If they have to come out again they give out citations," Kilcullen said.

Kilcullen is a seven-year resident of the Towson area and has experienced seven Tigerfests and their effects on the neighborhoods. Drunken behavior, noise disturbances, parking violations and littering are concerns of community members.

In an e-mail circulated to community members, a community representative and Citizen on Patrol member requested help to from community members to address these issues.

"Tigerfest is quickly approaching and my community… needs your help. Please ask your patrollers to swing through my neighborhood this Saturday… to help maintain the peace and safety on that day," the representative said in the e-mail. "We are primarily affected by noise disturbances, vehicles completely blocking alleys, and lewd behavior. Late night help would be great, but any assistance would be appreciated."

Deb Moriarty, vice president for student affairs, said she understands students will drink at Tigerfest.

"Our standard is to expect reasonable behavior from students," Moriarty said. "You can still have a party and be a good neighbor. I believe students can help each out by holding their friends accountable for their actions."

It's pretty telling that 49% of those who answered the survey about Tigerfest said that drinking will be the highlight of Tigerfest for them. Also, Natalie Lester-- a sophomore and a pre-nursing student of all things-- said that the highlight of Tigerfest for her will be "drinking before with friends. (Continued…)
